As a form of attention to health and to protect the citizens of Surabaya, participants in the Computer-Based Written Examination (UTBK) in the 2020 State University Entrance Test (SBMPTN), must attach the requirements for the results of the non-reactive or negative rapid test Swab test. Now, to ease the burden of these costs, the Surabaya City Government has prepared a free rapid test scheme at the Puskesmas. This free rapid test service is specifically for Surabaya residents who hold KIPK (Indonesia Smart College Cards) and MBR (Low-Income Communities).

The Coordinator of the Surabaya Covid-19 Task Force for the Acceleration of Handling for the Prevention Task Force, Febria Rachmanita, said that KIP and MBR holders of the rapid test fees could be borne by the Surabaya City Government for free. The rapid test was carried out in all Surabaya health centers. "Examination (rapid test) is carried out in all Puskesmas to bring each participant closer. There are 63 puskesmas scattered in Surabaya," Feny said on the sidelines of the UTBK SBMPTN 2020 coordination meeting at Surabaya City Hall, Friday (03/07/2020) .

Therefore, the Head of the Surabaya City Health Service hopes that the participants can take advantage of this free rapid test service through the nearest puskesmas to their home to get the test results as a condition for joining the UTBK. So they do not have to use transportation services that are too far away. "We prepared about 10 thousand rapid tests. It was all free and can be done today starting at 2 to 5 pm. It starts Friday, Saturday and Sunday," he said.

Meanwhile for Saturday (04/07) and Sunday (07/07), said Feny, the free rapid test at the Puskesmas starts from 09.00 WIB until 12.00 WIB. In addition, the free rapid test at the Puskesmas also takes place from Monday (06/07) to Wednesday (07/08) starting at 09.00 WIB - 12.00 WIB. "In each puskesmas, the officers are enough," he explained.

Until now, the data of KIPK holders who will take part in UTBK SBMPTN 2020 in three locations of Surabaya State Universities (PTN) has reached 7,924 people. The details, the November 10 Institute of Technology (ITS) as many as 2,744 participants, 786 participants from the East Java "Veteran" Development University (UPN), and 4,394 participants at Airlangga University (Unair) in Surabaya. Of the total 7,924 participants, 4,754 are KIPK holders of Surabaya residents. While the rest are residents from outside Surabaya.

Deputy Secretary of the Surabaya City Covid-19 Task Force for the Acceleration of Handling, Irvan Widyanto stated that there were two alternatives prepared for the technical implementation of the free rapid test for UTBK SBMPTN 2020 participants. First, the rapid test could be carried out in 63 Puskesmas spread across Surabaya. Second, at the location of the PTN where the UTBK takes place. "So there are two alternatives, the first is at the Puskesmas. Secondly at the UTBK university location and maybe we discussed the schedule, related to the schedule (rapid test) at the university. Because the Puskesmas has started today at 14.00 WIB, "said Irvan.

Irvan explained, the requirements to take the free rapid test, namely participants in the MBR category, must show the UTBK card together with their ID or Surabaya KTP. If the participant is a KIPK holder for the 2018-2020 school year, it is also compulsory to show the card to the officer at the Puskesmas. "When these prospective students are reactive rapid test results, they are not allowed to take the UTBK and will be rescheduled to take the exam. If it's Surabaya residents we already have standard procedures, then we place it in a hotel first for independent isolation, "he said.

In the coordination meeting that took place today in the meeting room of the Surabaya City Regional Secretary also presented three representatives from Surabaya State University who were designated as the locations for the UTBK SBMPTN 2020 implementation.

Prof. Junaidi explained, that in general the citizens of Surabaya City who joined UTBK in Surabaya, both Airlangga University, ITS and Unesa (Surabaya State University), numbered around 38 percent. While participants from Greater Surabaya which included Surabaya City, Sidoarjo Regency and Gresik Regency were around 68 percent. Meanwhile, 22 percent are participants from outside Greater Surabaya in East Java.

"While 8 percent (participants) are spread in 34 Provinces. But from the provinces that are not given mobility to Surabaya, we allow them to move to the local UTBK centers where they live, "said Prof. Junaidi.

He revealed, the implementation of the SBMPTN UTBK took place simultaneously in 74 locations spread across several regions of Indonesia. While in Surabaya itself, it took place at three state universities, namely Airlangga University, ITS and UPN. However, it has prepared another place to avoid mass gathering.

"For example, in Airlangga University, apart from the three campuses, A B and C, we use the Muhammadiyah University of Surabaya, Untag and St.
